Back in the day that's how silver money was minted in Russian Empire.
They'd make a long silver wire, cut off a small piece and stamp it with the current czar "logo", it used to be text on abverse and an image on reverse.
The purity was really looked after and in some cases it reached 0.975.
Because of their shape common-folk called them fish-scales, or just scales for short.
